Naked Empire is the book where Terry Goodkind builds an entire civilization to show what happens when a people takes those two words and refuses them.

The Bandakar are not villains. They are, by their own lights, enlightened. For generations they have believed that violence is never justified — that raising a hand against another person, for any reason, degrades whoever raises it. It is a sincere philosophy, carefully built, deeply held. And it left them completely unable to protect themselves when the Imperial Order arrived with armies and no interest in their conscience.

This is the eighth rule at its most uncomfortable: refusing to do what a situation requires is not virtue. It is abdication. The Bandakar did not choose complicity — but their commitment to purity functioned as complicity anyway. Their non-violence did not spare anyone. It made the Order's work easier.

The book is unsparing about how sympathetic this is. You can trace exactly how the Bandakar arrived at their convictions. You can see the reasoning holds together on its own terms. And you can watch, at the same time, how a civilization organized around the refusal to engage with reality gets governed by that reality anyway — from the outside, on someone else's terms.

Being right was never the hard part. The Bandakar were right that violence is bad. Being right didn't protect them. What matters is whether your values are operational or ornamental — whether you hold them when holding them costs something, not only when holding them is free.
